Born on September 25, 1974, in Machíquez, Zulia (Venezuela).

He was ordained a priest on July 3, 1999, and was incardinated in the Archdiocese of Barquisimeto (Venezuela).

He completed his studies in Philosophy at the Seminary "Juan Pablo II" of Barquisimeto.

He completed his studies in Theology and Canon Law in Rome, from the Pontifical University Regina Apostolorum and from the Pontifical University of the Holy Cross, respectively in 1999 (baccalaureate in theology), 2001 and 2003 (licentiate and a doctorate in canon law).

He entered the diplomatic service of the Holy See on  July 1, 2003, serving in the Apostolic Nunciature in Indonesia, the Democratic Republic of Congo, Paraguay, in the Permanent Mission of the Holy See to the Office of the United Nations and Specialized Institutions in Geneva, Ireland, Brazil, Portugal and Bosnia and Herzegovina.

He knows Spanish, Italian, Portuguese, French and English.
